I have, of course, checked out the website before, and currently I'm obviously drowning in grad school, but do you post the themes up ahead of time, or do you prefer people just submit and if you like it you fit it into a theme? (I'm sorry for bothering you with this, I know I could just look at the site again, but I'm LJing right now, so I figured I'd just ask.) =)

You know, I get that question a lot, so I really ought to add it to our submissions info. Actually, the truth is that, generally speaking, the themes are derived from the submissions I accept. It's always been that way, more or less. Occasionally, if I'm looking for pieces to fit a specific theme, I'm going to try to remember to get the word out. Usually, it tends to work out on its own (i.e. people send me "Halloween" type stories a few months before the holiday, for example).
